Step 1
Start out by drawing just a simple, round shape several times until it is roughly a circle.

Step 2
Add on two lines at the bottom widest points of the circle to form the chin. Sometimes I bring up the roundness of the head to help accent the wildness that is manga hair. You might want to draw a second "chin" so to speak so that you have a natural shadow from the chin.

Step 3
At this point you will want to make your ears and neck. The ears will be used to position your eyes and nose on your face. The higher the ears, the older the face will look. The neck is so you can have an idea of what your character's attitude will be.

Step 4
Now you get to draw the lines that will be the basis for the whole face. One line is vertical to divide the face. Halfway down the face (between the top and bottom of the ears) is your horizontal eye line. A third of the way up from the chin is the mouth line. Between it and the eye line is your nose line. At this point we also want to draw the ear details so they don't get lost. Remember, manga-style is simplified. Draw one line for the space right above the ear lobe. Add yet another for the small curve at the top and another coming from that one to show depth to the ear.

Step 5
Oopsie! I goofed up on the horizontal line so I redrew it. Draw the basics of the lines for the types of eyes you want. See my eye tutorial for further instruction. Your eyes should be centered halfway between the edge of the face and the vertical line going down the face.

Step 6
For the simplest nose just draw a left or right facing arrow starting and stopping on the vertical line. As for the mouth, if it is a younger figure perhaps you could curve the mouth the way you want or draw lips going ^^ and a curve at the bottom sorta like \__/ but more rounded. Then draw whatever crazy hair you want for you character.
Rule of thumb: If your character is in black an white but is still recognizable by her hair, then it's good hair.

Step 7
Finish your eyes and eyebrows since by now you have figured out how your character wants to be drawn and can complete that look for them.
