I bet there is some random website out there with illegal downloads, but after doing research when I was looking for software as well, i highly doubt that there is a free legal download. I mean, the latest photoshop is like $300 (If you don't live in the US, I don't know how much it would be for you).

If you need a suggestion for software i recoment Paintshop (much cheaper) or ask the sempais

ANYWAY! Just as Ren said, there is no *perfectly legal* full version of Photoshop to download anywhere on the internet. But there are plenty ranging from "totally illegal" to "questionable-loophole." :P
