Hon, when you say, "Anyone experienced and has skills," that applies basically to everyone in the site. Could you be a little more specific about what it is you require? Not just an artist, I'm assuming, although forgive me for finding it rather hard to tell. Do you need someone who's all ready been published or at least knows how to get the artwork to publishers? Do you need someone to storyboard, or do the entire art process? Or do you just need character designs?
Also, because you have piqued my interest, what are the benefits to working with this? And how do we apply - just come on the board and say "Yes"?

Oh, and before Joey or someone else stops in to check this post, could you please try and make it as grammatically correct as possible? I'm going to save you the grief of having to hear everyone else fix it for you and encourage you to go fix it on your own. Because technically, there are rules about that, and you could be kicked off.
